ON STATEWIDE IOWA PUBLIC TELEVISION, THIS IS THE FRIDAY, DECEMBER 14 EDITION OF 'IOWA PRESS.' HERE IS DAVID YEPSEN.

Yepsen: GOVERNOR CHET CULVER WAS TO HAVE BEEN OUR GUEST ON THIS WEEK'S EDITION OF 'IOWA PRESS.' INSTEAD GOVERNOR CULVER WILL JOIN US IN MID JANUARY. TODAY WE'RE OUT ON THE CAMPAIGN TRAIL ONCE AGAIN, AND WE WELCOME DEMOCRATIC PRESIDENTIAL CONTENDER HILLARY CLINTON OF NEW YORK. SENATOR CLINTON REMAINS IN THE LEAD IN MOST NATIONAL POLLS, BUT HERE IN IOWA SHE'S IN A PITCHED BATTLE WITH ANOTHER SENATOR, BARACK OBAMA OF ILLINOIS, AND WITH FORMER SENATOR JOHN EDWARDS OF NORTH CAROLINA. TODAY WE HAVE LESS THAN THREE WEEKS BEFORE THE IOWA CAUCUSES OF 2008. SENATOR CLINTON, WELCOME TO 'IOWA PRESS' AND TO IOWA PUBLIC TELEVISION.

Clinton: THANK YOU VERY MUCH, DAVID. I'M DELIGHTED TO BE HERE.

Yepsen: GLAD TO HAVE YOU WITH US. ALSO WITH US AT THE 'IOWA PRESS' TABLE ARE KAY HENDERSON, NEWS DIRECTOR WITH 'RADIO IOWA,' AND MIKE GLOVER, SENIOR POLITICAL AND LEGISLATIVE REPORTER WITH THE 'ASSOCIATED PRESS.'

Glover: SENATOR, AS DAVID MENTIONED, YOU'RE IN A PRETTY TOUGH BATTLE HERE WITH A COUPLE OF PRETTY TOUGH CONTENDERS. CAN YOU WITHSTAND A LOSS IN IOWA?

Clinton: WELL, FIRST, MIKE, LET ME SAY THAT I ALWAYS THOUGHT THIS WOULD GET CLOSE. SO THIS IS WHAT HAPPENS IN A CONTESTED ELECTION AND THAT'S THE BEST OF OUR DEMOCRACY WHERE EVERYBODY GETS OUT, MAKES THEIR CASE, THE VOTERS MAKE UP THEIR MIND. HERE IN IOWA THEY REALLY START FOCUSING REALLY INTENTLY ON WHO TO CAUCUS FOR, BUT I HAVE ALWAYS INTENDED TO GO ALL THE WAY THROUGH THIS PROCESS, ALL THE WAY THROUGH THE FEBRUARY 5 STATES. EVERY SINGLE PLACE THAT THERE'S GOING TO BE A CAUCUS OR AN ELECTION BETWEEN NOW AND FEBRUARY 5, I'M GOING TO CONTEND IN, AND I FEEL VERY GOOD ABOUT THAT.

Glover: AND LET'S FLIP THAT COIN AROUND A LITTLE BIT. THERE ARE THOSE WHO SUGGEST THIS IS YOUR TOUGHEST STATE AMONG THE EARLY STATES, AND IF YOU WIN HERE, YOU'LL HAVE THE INEVITABLE -- OF THE NOMINATION. DO YOU BUY INTO THAT?

Clinton: I DON'T. I REALLY DON'T. I THINK POLITICS NOW IS A 24-7 CYCLE. YOU GO UP. YOU GO DOWN. YOU'VE GOT ALL KINDS OF CHANGES THAT ARE HAPPENING. OBVIOUSLY I'M WORKING AS HARD AS I CAN IN IOWA. I'VE ALWAYS KNOWN THAT THIS WAS GOING TO BE A CHALLENGE FOR ME, BUT I'M LOVING IT AND I'M HAVING A GREAT TIME. AND I AM FEELING A LOT OF POSITIVE FEEDBACK AND MOMENTUM. SO I'M GOING TO DO EVERYTHING I CAN IN THE NEXT THREE WEEKS TO MAKE MY CASE TO IOWANS TO TRY TO GET AS MANY TO COME OUT AND CAUCUS FOR ME. AND I'LL THEN TURN AROUND AND DO MY VERY BEST IN NEW HAMPSHIRE, AND I'LL KEEP ON GOING BECAUSE THIS IS A MARATHON. IT'S A VERY TELESCOPED MARATHON. IT HAPPENS IN A VERY SHORT PERIOD OF TIME. BUT I HAVE ALWAYS BELIEVED THAT ONE OF THE CHALLENGES WAS THIS INCREDIBLY ABBREVIATED SCHEDULE, BUT ONE OF THE OPPORTUNITIES WAS TO TAKE YOUR CASE TO THE ENTIRE COUNTRY IN A RELATIVELY SHORT PERIOD OF TIME, A LITTLE OVER A MONTH.

Henderson: SENATOR, YOU HAVE RECENTLY PERSONALLY APOLOGIZED TO BARACK OBAMA FOR SOMETHING YOUR NEW HAMPSHIRE COCHAIR SAID ABOUT HIM. TELL US WHERE THE LINE IS IN REGARDS TO PERSONAL INDISCRETIONS, PERSONAL ISSUES.

Clinton: WELL, KAY, I MADE IT VERY CLEAR AS SOON AS I HEARD ABOUT THIS THAT I NOT ONLY DISAPPROVED IT BUT THAT IT DID NOT REFLECT THE CAMPAIGN THAT I'M RUNNING. AND I DID PERSONALLY APOLOGIZE. AND THE, YOU KNOW, GENTLEMAN IN QUESTION HAS STEPPED DOWN FROM A LEADERSHIP ROLE IN MY CAMPAIGN. THERE ARE A LOT OF DIFFERENCES AMONG US. THERE ARE DIFFERENCES ON ISSUES. THERE ARE DIFFERENCES ON EXPERIENCE, QUALIFICATIONS, RECORD. THOSE ARE THE CONTRASTS THAT SHOULD BE DRAWN. I'M RUNNING A CAMPAIGN ABOUT, YOU KNOW, WHO I AM, WHAT I'VE DONE, AND WHY I THINK I WOULD BE THE BEST CANDIDATE FOR THE DEMOCRATS TO NOMINATE AND THE BEST PRESIDENT FOR OUR COUNTRY. AND THAT'S WHAT I'M GOING TO STAY FOCUSED ON.

Henderson: AT THE JEFFERSON-JACKSON DAY DINNER YOU SAID YOU WERE GOING TO TAKE THE HEAT TO REPUBLICANS, YET YOU'VE RAISED QUESTIONS ABOUT BARACK OBAMA'S KINDERGARTEN ESSAY, THAT HE'S NOT A --

Clinton: WELL, YOU KNOW, THAT WAS SILLY AND I TOLD MY CAMPAIGN THAT WAS SILLY. MY WHOLE POINT HAS BEEN THAT THERE ARE LEGITIMATE DIFFERENCES. YOU KNOW, WE HAVE AN OPPORTUNITY HERE IN IOWA AND THEN IN THE SUCCEEDING CONTESTS TO NOMINATE THE PERSON WE THINK IS BEST ABLE TO WIN IN NOVEMBER 2008. THERE HAS TO BE AN EXCHANGE OF VIEWS. THERE HAS TO BE A LEGITIMATE DISCUSSION OF CONTRASTS AMONG US, OTHERWISE ALL YOU'LL SEE IS JUST THE PICTURES ON TV, THE VOICES ON RADIO, THE STORIES AND QUOTES IN THE NEWSPAPER. AND I THINK THAT'S ALL PART OF A VIGOROUS, DYNAMIC ELECTION CYCLE. SO I REJECT COMPLETELY THE KIND OF LINE CROSSING THAT I'VE STOOD UP AGAINST IN MY CAMPAIGN CONSISTENTLY. YOU KNOW, AS SOON AS WE FIND OUT SOMETHING HAPPENS THAT WE DON'T AUTHORIZE, WE DON'T CONDONE, WE HAVE NO PART IN, WE ASK PEOPLE TO PLEASE NOT BE PART OF OUR CAMPAIGN. BUT I DO THINK IT'S LEGITIMATE TO LOOK AT OUR RECORDS AND LOOK AT OUR QUALIFICATIONS AND LOOK AT THE WHOLE PICTURE, BECAUSE THAT'S WHAT VOTERS ARE GOING TO BE LOOKING AT.

Yepsen: SENATOR, HELP OUT THE DEMOCRATIC CAUCUS GOERS. OUR POLLS SHOW 50, 60 PERCENT OF THEM STILL AREN'T SURE. SO WHY ARE YOU -- A LOT OF THEM ARE LOOKING FOR SOMEBODY WHO CAN WIN IN NOVEMBER. SO WHY ARE YOU THE MOST ELECTABLE DEMOCRATIC CONTENDER?

Clinton: WELL, DAVID, I KNOW THAT THERE'S THIS VERY SERIOUS EVALUATION GOING ON NOW. I HEAR IT AND I SEE IT. IT'S WHAT EVERYBODY WHO HAS PARTICIPATED IN THIS PROCESS HAS TOLD ME. AND AT THE END OF THE DAY THERE ARE TWO BIG ISSUES FOR CAUCUS GOERS TO ASK THEMSELVES ABOUT. NUMBER ONE -- AND THIS I THINK IS THE MOST IMPORTANT -- WHO WOULD BE THE BEST PRESIDENT? WHO WOULD BE READY ON DAY ONE? BECAUSE THERE'S NOT GOING TO BE ANY TIME TO WASTE. THERE'S NOT GOING TO BE ANY MARGIN FOR ERROR. WE'RE GOING TO HAVE TO END WARS. WE'RE GOING TO HAVE TO DEAL WITH SOME CHALLENGES ON THE ECONOMY THAT ARE BECOMING MORE APPARENT. WE'VE GOT A LOT OF BUSINESS TO DO BOTH TO REPAIR THE DAMAGE AND TO DEAL WITH HEALTH CARE, ENERGY, AND SO MUCH ELSE. SO I STILL BELIEVE THAT'S THE MOST IMPORTANT. HAVING BEEN VERY INVOLVED IN EIGHT YEARS IN THE WHITE HOUSE, THERE IS NO WAY TO DESCRIBE THE PRESSURES AND STRESSES OF THIS JOB. THE SECOND IMPORTANT QUESTION IS WHO CAN WIN. IF YOU DECIDE WHO YOU THINK IS THE BEST PRESIDENT, I THINK THAT DESERVES MORE WEIGHT BUT, CLEARLY, WE WANT TO BE ABLE TO WIN. AND I OFFER 35 YEARS OF EXPERIENCE. I OFFER NOT JUST TALKING ABOUT CHANGE. AS I SAID YESTERDAY IN THE DEBATE, EVERYBODY IS TALKING ABOUT CHANGE. EVERYBODY HAS HIS OWN IDEA ABOUT HOW TO BRING CHANGE. BUT YOU CAN'T DEMAND CHANGE. YOU CAN'T HOPE FOR CHANGE. YOU HAVE TO WORK HARD TO MAKE CHANGE, AND THAT'S WHAT I'VE DONE. AND I HAVE A VERY LONG RECORD OF ACCOMPLISHMENT TO DEMONSTRATE THAT. SO IF WE'RE GOING TO HAVE AN ELECTION ABOUT CHANGE, YOU WANT TO KNOW WHAT I'M GOING TO DO, LOOK AT WHAT I'VE ALREADY DONE. I'VE BEEN TESTED. I'VE BEEN VETTED. I HAVE BEEN IN THE, YOU KNOW, POLITICAL ARENA IN OUR COUNTRY VERY INTENSELY FOR SIXTEEN YEARS. THERE ARE NO -- THERE ARE NO SURPRISES. THERE IS NOT GOING TO BE ANYBODY SAYING: WHY DIDN'T WE THINK OF THAT; MY GOODNESS, WHAT DOES THATMEAN? I AM GOING TO BE ABLE TO GO UP AGAINST ANY REPUBLICAN THAT THEY NOMINATE, AND, YES, TURN UP THE HEAT WHERE APPROPRIATE, BUT DRAW THE CONTRAST BETWEEN MY VISION OF AMERICA AND MORE OF THE SAME, WHICH IS WHAT OFFER.

Glover: IN MOST OF POLLS I'VE SEEN YOU AND SENATOR OBAMA NATIONALLY ARE THE TOP TWO DEMOCRATS. I'D LIKE YOU TO MAKE THE CASE AND ANSWER A QUESTION THAT SOMETIMES IS ASKED ABOUT YOU WHEN YOUR OPPONENTS WILL HALF OF AMERICA IS AGAINST HER AND WILL NEVER VOTE FOR HER. SHE'S TOO POLARIZING. MAKE THE CASE.

Clinton: WELL, FIRST OF ALL, IT'S NOT HALF OF AMERICA, BUT IT IS A RESIDUE OF HAVING BEEN ON THE RECEIVING END OF INCOMING FIRE FOR A LONG TIME. AND I THINK ACTUALLY THAT'S A STRENGTH BECAUSE WHOEVER WE NOMINATE -- THIS IS SOMETHING THAT I THINK EVERY DEMOCRAT IN IOWA HAS TO THINK HARD ABOUT. WHOEVER WE NOMINATE WILL BE SUBJECTED TO THE FULL FORCE OF THE REPUBLICAN ATTACK MACHINE. THEY ARE NOT GOING TO GIVE UP THE WHITE HOUSE WITHOUT A FIGHT. AND I KNOW THAT. THEY KNOW I KNOW THAT. AND I HAVE NO ILLUSIONS ABOUT WHAT THIS RACE WILL ENTAIL, AND I FEEL LIKE I AM ABSOLUTELY PREPARED TO TAKE IT ON. AND I THINK YOU CAN LOOK AT WHAT I'VE DONE IN NEW YORK WHERE THE VERY SAME THING -- IF THIS WERE IN, YOU KNOW, LATE OCTOBER OF 2000 IN NEW YORK, I'D BE GETTING EXACTLY THE SAME QUESTION, MIKE, AND MY ANSWER IS THE SAME. I TRUST VOTERS AND WHAT I HAVE SEEN OVER THE COURSE OF MY OWN INVOLVEMENT IN POLITICS IS THAT IF YOU MAKE YOUR CASE AND IF PEOPLE KNOW THAT YOU CAN DO THE JOB THAT THEY'RE TRYING TO MAKE A DECISION ABOUT, AND IF THEY BELIEVE THAT YOU'RE IN IT FOR THEM, THAT YOU CARE ABOUT THEIR LIVES, THAT YOU'RE GOING TO GO EVERY SINGLE DAY AND WORK AS HARD AS YOU CAN TO GET HEALTH CARE, TO MAKE SURE THERE ARE GOOD JOBS, TO GIVE OUR COUNTRY THE KIND OF PRIDE AND PROGRESS IT DESERVES, THEN YOU WIN PEOPLE OVER. SO THAT I WON IN 2000 AGAINST THE VERY SAME KIND OF POLLING NUMBERS AND COMMENTARY, AND I WON OVERWHELMINGLY AGAIN IN NEW YORK. AND WHAT I SEE AROUND THE COUNTRY IS A REAL MOVEMENT TOWARD, YOU KNOW, OPENNESS ABOUT MY CANDIDACY. I WILL BRING MILLIONS OF NEW PEOPLE INTO THIS RACE. I SEE IT NOW IN WHAT WE'RE DOING HERE IN IOWA. PEOPLE HAVE NEVER CAUCUSED BEFORE. PEOPLE WHO WERE NEVER REGISTERED TO VOTE BEFORE WHO ARE NOW PART OF THE TEAM WE'RE BUILDING IN IOWA, I CAN REPLICATE THAT ACROSS THE COUNTRY. AND BECAUSE I, YOU KNOW, AS SOME OF MY SUPPORTERS SAY, AM BATTLE TESTED, I CAN WITHSTAND WHAT IS GOING TO INEVITABLY BE THE REPUBLICAN ATTACKS ON WHOEVER WE NOMINATE.

Henderson: SENATOR, I'M REMINDED BACK IN JANUARY OF 2004 RIGHT BEFORE THE CAUCUSES, THE WEEKEND BEFORE, HOWARD DEAN BROUGHT HIS WIFE OUT ON THE CAMPAIGN TRAIL. NOW, RECENTLY YOU'VE BROUGHT TWO FAMILY MEMBERS WHO HAVE BEEN SORT OF SHIELDED FROM THE PUBLIC EYE, YOUR DAUGHTER, CHELSEA, AND YOUR MOTHER, DOROTHY RODHAM, OUT ONTO THE CAMPAIGN TRAIL. WHY SHOULDN'T WE SEE THAT AS AN ACT OF DESPERATION OR PANIC ON THE PART OF YOUR CAMPAIGN, THE WAY IT WAS TRULY ON THE PART OF THE DEAN CAMPAIGN?

Clinton: WELL, YOU KNOW, THERE'S NO BASIS FOR THAT. YOU KNOW, I AM VERY GRATEFUL TO HAVE A FAMILY THAT SUPPORTS ME, THAT IS IN MY CORNER. AND I HAD ALWAYS PLANNED THAT I HAD TO GET OUT AND MAKE MY CASE TO THE PEOPLE OF IOWA, THAT, YOU KNOW, MY HUSBAND DIDN'T CAMPAIGN UNTIL THE FOURTH OF JULY AND THEN, BASICALLY, YOU DIDN'T SEE HIM AGAIN UNTIL LABOR DAY AND THEN NOW HE'S BACK BECAUSE WE'RE AT THE END OF A CAMPAIGN. AND IT IS -- YOU KNOW, WHEN I RAN TWO TIMES IN NEW YORK, TOWARD THE END OF MY CAMPAIGN, I WAS THRILLED TO HAVE MY DAUGHTER WITH ME. AND I AM THRILLED TO HAVE BOTH OF THEM TO THE EXTENT THAT MY MOTHER'S AGE PERMITS AND MY DAUGHTER'S BUSY LIFE AND OBLIGATIONS PERMIT TO HAVE THEM WITH ME NOW HERE IN IOWA. I DON'T KNOW WHETHER IT AFFECTS VOTERS, BUT IT SURE GIVES ME A KIND OF, YOU KNOW, PERSONAL LIFT TO HAVE THEM WITH ME. AND I THINK THAT IT IS -- IT IS ALWAYS A TOUGH BALANCE. YOU KNOW, I REALLY RESPECT AND FOUGHT HARD FOR, YOU KNOW, MY DAUGHTER AND MY MOTHER NOT TO BE USED IN ANY WAY POLITICALLY. BUT THEY ARE A LARGE PART OF WHO I AM. I MEAN I THINK MY MOTIVATION FOR GETTING INVOLVED IN POLITICAL AND PUBLIC SERVICE ACTIVITIES WAS LARGELY CAUSED BY MY MOTHER'S UPBRINGING AND THE TOUGH TIMES SHE HAD AND MY FEELING WHEN I LEARNED ABOUT IT AS A YOUNG GIRL, HOW I COULDN'T BELIEVE THAT SOMEBODY WOULD GO THROUGH THAT. AND EVERY TIME I LOOK AT HER, I'M JUST SO AWED BY HER RESILIENCE AND HER POSITIVE SPIRIT. SO IT'S A LARGE PART OF WHO I AM. AND OBVIOUSLY THE HARDEST JOB AND THE BEST JOB I EVER HAD WAS BEING CHELSEA'S MOTHER. SO IT IS WHO I AM BUT IT IS ALSO, YOU KNOW, SOMETHING THAT I AM VERY CAREFUL ABOUT. I JUST DON'T THINK THAT IT'S RIGHT TO EXPOSE PEOPLE YOU LOVE THE MOST TO EVERYTHING THAT GOES ON IN POLITICS.

Yepsen: SENATOR, I MENTIONED EARLIER AT THE BEGINNING THAT THE POLLS ARE TIGHTENING UP HERE SOME AT THE END. THERE ARE NEWS STORIES ABOUT THAT THERE'S A SHAKE-UP IN YOUR CAMPAIGN AND THE OFFING THAT YOUR HUSBAND IS UPSET WITH THE WAY THINGS ARE BEING RUN. ARE WE LOOKING AT ANY SHAKE-UPS IN THE HILLARY CLINTON CAMPAIGN FOR PRESIDENT?

Clinton: NO, NO.

Yepsen: OKAY.

Clinton: BUT I SAW SOME OF THOSE ARTICLES, AND I CALLED MY CAMPAIGN AND SAID, 'DO YOU KNOW ANYTHING ABOUT A SHAKE-UP? ARE YOU GUYS KEEPING SOMETHING FROM ME.'

Yepsen: SO YOU HAVE NO ANNOUNCEMENTS?

Clinton: NO, I HAVE NO ANNOUNCEMENTS. I'VE GOT A GREAT TEAM AND THEY'RE WORKING THEIR HEARTS OUT.

Glover: ONE OF THE THINGS THAT STRUCK ME ABOUT THE DEBATE JUST THIS PAST WEEK IS THAT ALMOST ALL THE DEMOCRATIC CANDIDATES WERE TALKING ABOUT HIGHER TAXES FOR PEOPLE IN THE UPPER INCOME BRACKETS, TALKING ABOUT EXPANSIVE GOVERNMENT PROGRAMS ON ISSUES LIKE HEALTH CARE. ARE YOU PLAYING INTO THE REPUBLICAN HANDS FOR THE GENERAL ELECTION IN NOVEMBER, MAKING YOURSELF VULNERABLE TO CHARGES THAT HERE ARE THE TAXES -- BIG GOVERNMENT, LIBERAL DEMOCRATS?

Clinton: WELL, I'M NOT. I'M NOT SPEAKING FOR MY OPPONENTS, BUT I'M NOT BECAUSE HERE'S MY CASE. AND THAT IS EVERYTHING I'VE PROPOSED I TELL YOU HOW I PAY FOR IT. YOU CAN GO TO MY WEB SITE AND SEE THAT. I DO THINK WE CANNOT ONLY AFFORD TO BUT NEED TO ASK THOSE WHO ARE THE WEALTHIEST AMONG US TO GO BACK TO THE TAX RATES WE HAD IN THE 1990S WHERE THE ECONOMY WORKED MUCH BETTER FOR EVERYBODY. WE MADE A LOT OF MILLIONAIRES, MULTIMILLIONAIRES, AND BILLIONAIRES IN THE '90S, BUT WE ALSO LIFTED UP THE INCOMES, LIFTED MORE PEOPLE OUT OF POVERTY THAN AT ANY TIME IN RECENT HISTORY. AND THE CONTRAST IS SO STARK. YOU KNOW, THE TYPICAL IOWA FAMILY IN THE 1990S SAW A $7,000 INCREASE IN THEIR INCOME. THE TYPICAL AMERICAN FAMILY TODAY HAS LOST $1,000 IN INCOME OVER GEORGE BUSH, AND EVERYTHING ELSE HAS GONE UP IN COST. SO I REPRESENT SOME OF THE WEALTHIEST PEOPLE IN AMERICA, AND I REPRESENT A LOT OF MIDDLE CLASS AND WORKING PEOPLE AND POOR PEOPLE. AND I'VE MADE IT VERY CLEAR THAT I AM GOING TO ASK FOR MORE SACRIFICE AND CONTRIBUTION, BUT I AM NOT GOING TO DO THAT TO THE MIDDLE CLASS. I'M NOT GOING TO ADVOCATE TRILLION DOLLAR TAX INCREASES. I'M NOT GOING TO BE TURNING TO THE MIDDLE CLASS AND ASKING THEM TO PAY MORE WHEN BASICALLY I THINK THAT WE'VE GOT TO DO EVERYTHING WE CAN TO SHORE UP AND REBUILD THE MIDDLE CLASS. I CAN TAKE THAT CASE TO THE COUNTRY AGAINST THE REPUBLICANS.

Glover: IS THAT BIG GOVERNMENT ARGUMENT OUTDATED? A LOT OF WHAT I HEAR PARTICULARLY IN THE WAKE OF KATRINA AND THE DISASTER THERE, PEOPLE DON'T TALK SO MUCH ABOUT BIG GOVERNMENT AS GOVERNMENT THAT WORKS.

Clinton: THAT'S EXACTLY RIGHT. YOU KNOW, WE WANT A GOVERNMENT THAT IS COMPETENT, THAT WORKS, THAT DELIVERS FOR AMERICANS. WE WANT A GOVERNMENT THAT REPRESENTS ALL OF AMERICA AND WE WANT A GOVERNMENT WE CAN BE PROUD OF AND SEE WHAT IT DOES WHEN WE'RE IN NEED AND WE HAVE BIG CHALLENGES. THAT MEANS WE'VE GOT TO GET BACK TO BASICS. THAT'S ONE OF THE REAL ARGUMENTS FOR MY CAMPAIGNS, THAT I THINK I UNDERSTAND BETTER THAN ANYONE I'M RUNNING AGAINST, HOW TO BEGIN TO MAKE THE CHANGES THAT ARE GOING TO BE REQUIRED TO RESTORE THAT CONFIDENCE AND COMPETENCE IN OUR GOVERNMENT. AND THE REPUBLICANS ARE PLAYING OUT OF THEIR SAME TIRED PLAY BOOK. BASICALLY, THEY ARE THE MORE-OF-THE-SAME CANDIDATES: MORE OF THE SAME IN IRAQ, MORE OF THE SAME ON TAX POLICY, MORE OF THE SAME ON HEALTH CARE. DON'T LOOK AT THE PROBLEM HONESTLY, JUST TALK ABOUT TAX CREDITS, WHICH ANYBODY WHO KNOWS ANYTHING ABOUT HEALTH CARE KNOWS IS A DEAD END IF WE'RE REALLY TALKING ABOUT LOWERING COST AND, IMPROVING QUALITY AND COVERING EVERYBODY. SO I REALLY BELIEVE, MIKE, THAT THE COUNTRY IS READY FOR A MUCH MORE SUBSTANTIVE DEBATE. AND THEY ARE GOING TO BE LOOKING FOR SOMEBODY WHO THEY BELIEVE CAN BE THE BEST PRESIDENT. AND WHO COMES WITH THE CREDIBILITY OF HAVING MADE CHANGE AND HAVING WORKED ACROSS THE AISLE AND HAVING ACTUALLY PRODUCED RESULTS FOR PEOPLE. AND I'VE DONE THAT NOT JUST IN A LEGISLATIVE CONTEXT. I'VE DONE IT NOT JUST AS A MEMBER OF AN ADMINISTRATION THAT I WAS PART OF A TEAM, AND VERY PLEASED TO BE SO, BUT CREATIVELY, IMAGINATIVELY. I SAID WHEN I CAME OUT THAT I'VE HAD A GROUP OF NEW YORK FARMERS TRAVELING AROUND IOWA FOR ME, WHY? BECAUSE I WAS IN THE MINORITY WHEN I GOT TO THE SENATE. BUT I HAD FARMERS WHO WERE HURTING. I HAD, YOU KNOW, LOT OF PROBLEMS IN RURAL NEW YORK. SO I GOT TO WORK COMING UP WITH GREAT IDEAS THAT I WORKED TOGETHER WITH PEOPLE TO IMPLEMENT: YOU KNOW, GETTING MORE MARKETS FOR OUR FARMERS; GETTING MORE BROADBAND ACCESS; CREATING TRADING COOPERATIVES TO PUT SMALL BUSINESSES IN RURAL AREAS ON E-BAY SO THEY'D HAVE A WORLD MARKET. SO I BRING NOT ONLY THE EXPERIENCE AND THE REAL RECORD IN MAKING CHANGE, BUT THE CREATIVE KIND OF JUICE AND ENERGY WE NEED TO START THINKING ABOUT WHAT WE'RE GOING TO DO WITH EDUCATION AND WHAT WE'RE GOING TO DO WITH HEALTH CARE AND HOW WE'RE GOING TO MAKE THE COUNTRY WORK AGAIN.

Yepsen: SENATOR, YOU MENTIONED RURAL. I'M TOLD LEONARD BOSWELL IS GOING TO BE ENDORSING YOU; IS THAT CORRECT?

Clinton: YES, I AM SO PLEASED ABOUT THAT.

Yepsen: WELL, IS HE GOING TO BE WORKING FOR YOU AND PUTTING ON A CAMPAIGN FOR YOU IN RURAL IOWA? I MEAN HE'S SORT OF MR. RURAL IOWA CONGRESSMAN.

Clinton: YES, HE IS. YES, HE IS. WELL, AFTER WORKING WITH AND KNOWING LEONARD FOR FIFTEEN YEARS AND AFTER HE'S MADE A VERY THOROUGH, CAREFUL EXAMINATION OF THIS FIELD OF CANDIDATES -- BECAUSE ANYBODY WHO KNOWS LEONARD BOSWELL KNOWS HE DOESN'T JUMP INTO ANYTHING. HE'S VERY DELIBERATIVE AND VERY CAREFUL ABOUT WEIGHING EVERY FACTOR. HE IS ENDORSING ME. HE'S GOING TO CAMPAIGN WITH ME. HE'S GOING TO CAMPAIGN FOR ME, AND I AM THRILLED TO HAVE HIS ENDORSEMENT BECAUSE HE UNDERSTANDS EVERYTHING WE HAVE TO FACE. HE IS A LIFELONG FARMER BUT HE IS ON THE INTELLIGENCE COMMITTEE. I MEAN HE SPANS IT ALL. HE'S GOT A GREAT GRASP OF WHAT I THINK IOWANS ARE FEELING AND THINKING, AND I THINK HE'S GOING TO BE A GREAT ASSET IN THESE LAST FEW WEEKS.

Henderson: A FEW MOMENTS AGO YOU MENTIONED IRAQ. SOME ANALYSTS INDICATE THE SURGE IS WORKING. IF YOU AGREE THAT THE SURGE IS WORKING, DOES THAT CHANGE YOUR CALCULATION ABOUT WHAT SHOULD HAPPEN AND THE WITHDRAWAL OF TROOPS THAT YOU AND OTHERS IN YOUR PARTY HAVE CALLED FOR?

Clinton: IT REALLY DOESN'T, KAY, AND HERE'S WHY. YOU KNOW, I OPPOSED THE SURGE WHEN PRESIDENT BUSH FIRST ANNOUNCED IT. BUT I HAVE THE HIGHEST REGARD FOR THE AMERICAN MILITARY. I'M ON THE SENATE ARMED SERVICES COMMITTEE. I'VE BEEN TO IRAQ THREE TIMES. I'VE BEEN TO AFGHANISTAN THREE TIMES. I'M IN CONSTANT CONTACT WITH PEOPLE WHO ARE TRYING TO MAKE AS MUCH LEMONADE OUT OF LEMONS AS THEY POSSIBLY CAN IN BOTH OF THOSE COUNTRIES. AND THE WHOLE RATIONALE BEHIND THE SURGE WAS TO GIVE THE IRAQI GOVERNMENT THE SPACE AND TIME TO MAKE THE DECISIONS THAT ONLY THE IRAQIS CAN MAKE FOR THEMSELVES. AS IT BECAME CLEAR AND EVEN AS OUR COMMANDERS ON THE GROUND STARTED SAYING, WAIT A MINUTE, WE'VE GIVEN YOU A MODICUM OF SECURITY, WE'VE GOT AL QAEDA IN IRAQ ON THE RUN. OKAY, IT'S YOUR TURN. THERE IS NO MILITARY SOLUTION. COME FORTH WITH THE POLITICAL DECISIONS WE'VE BEEN WAITING FOR. IT HASN'T HAPPENED. SO I HAVE THE HIGHEST REGARD AND THE GREATEST CONFIDENCE IN THE AMERICAN MILITARY TO MAKE A DIFFERENCE. IF WE PUT OUR SOLDIERS, OUR MARINES ON THE GROUND ANYWHERE, THEY'LL MAKE A DIFFERENCE. BUT THEY HAVEN'T BEEN ABLE TO GET THE IRAQI GOVERNMENT TO DO WHAT IT SHOULD DO. IN FACT, I SEE NO EVIDENCE THAT THAT WILL HAPPEN. THEREFORE, I'M EVEN MORE STRONGLY IN FAVOR OF STARTING TO WITHDRAW AS SOON AS POSSIBLE. I THINK THAT'S THE ONLY WAY TO GET THE IRAQI GOVERNMENT TO TAKE THEIR OWN RESPONSIBILITY SERIOUSLY.

Glover: YOU MENTIONED A COUPLE OF TIMES THE 1990S; THAT'S IN REFERENCE TO YOUR HUSBAND'S TENURE AS PRESIDENT OF THE UNITED STATES. NO OTHER CANDIDATE IS MARRIED TO A FORMER PRESIDENT, SO WE CAN ASK YOU THIS QUESTION. WHAT WOULD THE ROLE OF YOUR HUSBAND BE IN YOUR CAMPAIGN SHOULD YOU BE THE NOMINEE AND IN THE WHITE HOUSE SHOULD YOU BE PRESIDENT?

Clinton: WELL, MIKE, I THINK THAT BILL WILL CONTINUE TO PLAY THE ROLE THAT HE'S ALWAYS PLAYED FOR ME AND THAT I'VE ALWAYS PLAYED FOR HIM AND THAT, BASED ON MY PERSONAL EXPERIENCE AND READING OF HISTORY, EVERY COUPLE IN THE WHITE HOUSE HAS PLAYED FOR EACH OTHER. IT'S A TOUGH, TOUGH JOB AND IT CAN BE A REALLY LONELY AND ISOLATING JOB. REMEMBER, HARRY TRUMAN SAID THE WHITE HOUSE WAS THE CROWN JEWEL OF THE AMERICAN PENAL SYSTEM. AND WHAT YOU HAVE TO HAVE ARE PEOPLE THAT YOU CAN TOTALLY TRUST AROUND YOU TO BE A SOUNDING BOARD, TO GIVE ADVICE. THAT'S ALWAYS HAPPENED. THAT WILL CONTINUE TO HAPPEN. WELL, MY HUSBAND GIVES ME ADVICE. SOMETIMES I FOLLOW IT. A LOT OF TIMES I HAVE MY OWN OPINIONS, BUT IT WAS THE SAME WITH HIM. I THINK ON THE PUBLIC STAGE, WE HAVE A GREAT OPPORTUNITY TO TRY TO GET BACK TO A BIPARTISAN FOREIGN POLICY. ONE THING THAT I AGREE THAT PRESIDENT BUSH DID WAS TO ASK HIS FATHER AND BILL TO REPRESENT US AFTER THE TSUNAMI, TO GO TO A PART OF THE WORLD THAT WE HAD BASICALLY NOT BEEN PAYING ATTENTION TO THAT HAD BEEN SO DEVASTATED BY NATURAL DISASTERS. THE TWO OF THEM TOGETHER REPRESENTED THE BEST OF AMERICA, AND IT REPRESENTED LIFTING US OUT OF THIS KIND OF NARROW VIEW THAT THE BUSH ADMINISTRATION HAD IMPOSED ON OUR FOREIGN POLICY. I INTEND TO ASK DISTINGUISHED AMERICANS OF BOTH PARTIES, INCLUDING MY HUSBAND, TO BE PART OF SENDING THAT MESSAGE TO THE WORLD AND MAYBE TAKING ON SPECIFIC ASSIGNMENTS IF APPROPRIATE. YOU KNOW, THE OTHER DAY IN WASHINGTON, I WAS ASKED TO MEET WITH THE NEW LEADERSHIP OF THE NORTHERN IRELAND GOVERNMENT, DR. IAN PAISLEY AND MARTIN MCGUINNESS. I WAS DEEPLY INVOLVED IN SUPPORTING THE POLICY THAT WE HAVE IN NORTHERN IRELAND AND SPENT A LOT OF TIME HELPING AND PUSHING, SO I WAS PART OF A TEAM. AND THE TEAM WITH GEORGE MITCHELL AND OTHERS MADE A BIG CONTRIBUTION TO BRINGING PEACE TO THAT COUNTRY AFTER YEARS OF TROUBLE. WE CAN DO THAT AGAIN. AND UNFORTUNATELY WE VERY TO HOPE THAT THE BUSH ADMINISTRATION TAKES SOME OF THESE OPPORTUNITIES THAT ARE OPEN NOW BUT, IF THEY DON'T, IMMEDIATELY BEGIN TO DO SO WHEN I'M PRESIDENT.

Henderson: I SHALL NOT ASK YOU ABOUT THE CUBS OR THE YANKEES, BUT THERE'S A REPORT ABOUT STEROID USE IN BASEBALL AND THERE WILL BE A CONGRESSIONAL INVESTIGATION. WHAT IS YOUR OPINION? SHOULD CONGRESS GET INVOLVED ENFORCING MAJOR LEAGUE BASEBALL TO TACKLE THIS PROBLEM?

Clinton: I THINK WE HAVE TO BECAUSE MAJOR LEAGUE BASEBALL HAS BASICALLY IGNORED AND DENIED THIS PROBLEM. YOU KNOW, I GREW UP A BASEBALL FAN AND, YOU KNOW, SOME OF MY FONDEST MEMORIES ARE LEARNING HOW TO SWITCH HIT WITH MY FATHER AFTER A SAW A DOCUMENTARY ABOUT MICKEY MANTLE. I WANTED TO LEARN TO SWITCH HIT AND WE WERE BACK IN THE BACKYARD AND HE WAS PITCHING TO ME AND I'M TRYING TO LEARN HOW TO DO IT. I WAS NEVER A VERY GOOD BASEBALL PLAYER, BUT I PLAYED SOFTBALL IN THE GIRLS LEAGUE ALL THROUGH HIGH SCHOOL. SO I LOVE THE GAME. AND YOU KNOW, BOTH THE LEAGUE LEADERSHIP AND THE PLAYERS UNION HAVE BASICALLY HAD A WALL OF DENIAL, AND IT'S NOT FAIR. IT'S NOT FAIR TO THE PLAYERS WHO, FRANKLY, WERE GIVEN KIND OF A WINK AND A NOD TO PURSUE THESE PERFORMANCE ENHANCING STEROIDS. IT'S NOT FAIR TO THE FANS WHO DESERVE TO SEE THE BEST PLAYERS FREE OF CHEMICAL INTERVENTION. SO, YOU KNOW, I DON'T KNOW WHETHER BASEBALL WILL DO IT ON ITS OWN. THE OLYMPICS HAD TO BE PUSHED TO DO IT. FOOTBALL HAD TO BE PUSHED TO DO IT. AND I THINK SHINING THE BRIGHT LIGHT OF A CONGRESSIONAL HEARING MAY FINALLY GET BASEBALL TO OWN UP AND SAY, ENOUGH, WE'RE GOING TO GO BACK AND LET THE BEST PLAYERS SUCCEED.

Yepsen: SENATOR, WE'VE GOT LESS THAN A MINUTE LEFT.

Clinton: OH, THAT'S HARD TO BELIEVE.

Yepsen: WE ALWAYS LIKE TO GIVE OUR GUESTS SORT OF A FREE THREE AT THE END OF THEIR COMMERCIAL. WHAT FINAL THOUGHTS DO YOU WANT A DEMOCRATIC CAUCUS GOER TO KEEP IN MIND ABOUT YOU AS HE OR SHE HEADS OUT FOR THE CAUCUSES ON CAUCUS NIGHT?

Clinton: I WANT THEM TO KNOW THAT I AM WORKING VERY HARD FOR THEIR SUPPORT, THAT I AM NOT TAKING ANYTHING FOR GRANTED. WE'RE GOING TO HAVE A 99-COUNTY BLITZ STARTING SUNDAY. I'VE GOT LOTS OF PEOPLE WHO HAVE KNOWN ME MY ENTIRE LIFE, TO PEOPLE WHO I'VE WORKED WITH, TO PEOPLE WHO I'VE HELPED. IT'S REALLY KIND OF A RECORD OF ME AS A PERSON AND AS A CHANGE AGENT COMING TO IOWA TO MAKE MY CASE TO THE PEOPLE OF IOWA. I WANT THEM TO KNOW THAT I WILL BE A PRESIDENT WHO GETS UP EVERY SINGLE DAY, NOT THINKING ABOUT WHAT I CAN SCORE POLITICALLY BUT WHAT I CAN DO TO HELP SOMEBODY. THAT'S WHAT I'VE DONE MY ENTIRE LIFE. AND IF YOU WANT TO KNOW WHAT KIND OF CHANGE I'VE MADE, LOOK AT WHAT I'VE ALREADY DONE. I DON'T BELIEVE YOU CAN DEMAND CHANGE. I DON'T THINK YOU CAN HOPE FOR CHANGE. YOU HAVE TO ROLL UP YOUR SLEEVES AND WORK FOR CHANGE, AND I THINK IOWANS UNDERSTAND THAT.

Yepsen: SENATOR CLINTON, THANK YOU VERY MUCH FOR BEING OUR GUEST ON 'IOWA PRESS.' WE APPRECIATE IT.

Clinton: THANK YOU. THANK YOU ALL VERY MUCH.

Yepsen: NOW, ON OUR NEXT EDITION OF 'IOWA PRESS,' WE CONTINUE OUT ON THE CAMPAIGN TRAIL, AND WE WELCOME TO THE 'IOWA PRESS' TABLE ANOTHER OF THE FRONT-RUNNERS FOR THE DEMOCRATIC NOMINATION, FORMER NORTH CAROLINA SENATOR JOHN EDWARDS JOINS US TO DISCUSS HIS CAMPAIGN FOR THE WHITE HOUSE.
