Donna Mueller, CEO of the Iowa Public Employees Retirement System (IPERS), says Iowa was ahead of the ball on reforms to the pension system. Changes went into effect a couple years ago, and public employees are now contributing more and sharing in the risk.

State Treasurer Michael Fitzgerald says IPERS is a good program, and it's worked relatively well for decades. However, he says it would be good public policy to cap benefits at a reasonable amount to prevent high salary earners from collecting six-figure annual pensions.
