IPERS' Mueller: Government must fund pension commitments, or system will be short

Donna Mueller, CEO of the Iowa Public Employees Retirement System (IPERS), says there needs to be a funding policy in place for public pensions, and the government must continue to fund those commitments. She says one of the reasons IPERS isn't fully funded is because government hasn't always paid the bills.
