T. Boone Pickens, the wealthy oil and gas magnate who chairs BP Capital and promotes his Pickens Plan on energy, says the country needs an energy plan. He acknowledges that the U.S. is making strides with renewable energy and other alternatives like natural gas, but he says there's still a need for a comprehensive energy plan to deal with the Keystone pipeline issue, the country's oil reserves, whether or not the U.S. should export oil to other countries and other issues.
