Is Google competition for Iowa telcos and the ICN?

Google is planning to expand its communications services in more cities. Michael Sadler of CenturyLink says they welcome competition like Google as long as there's a level playing field. He says some cities are creating incentives to woo companies like Google and creating disadvantages for other local existing companies. Ric Lumbard of the ICN says Google is targeting residential customers, not the retail customers such as schools, hospitals and state government that the ICN focuses on serving.
