ICN director says network is undervalued and could expand who/what it serves

Ric Lumbard, director of engineering and operations for the Iowa Communications Network (ICN), says the original purpose of the ICN was to serve schools, healthcare facilities, state government, etc. and it was excluded from serving other entities and customers. He says if the ICN could offer access to the private sector, it may be able to help expand broadband access and improve service. He also says past bids to buy the ICN were turned down because they drastically undervalued the ICN.
