Will no salary bill force state employee furloughs or layoffs?

The legislature is not on track to pass a salary bill again in 2016. House Democratic Leader Mark Smith (D-Marshalltown) says several years of no salary bill has unfortunately resulted in a reduction of state employees in some key areas. Senate Republican Leader Bill Dix (R-Shell Rock) says salaries are accounted for in budgets and it's up to department directors to manage their budgets and employment levels as they see fit.
