Legislative minority leaders disagree on education funding

House Democratic Leader Rep. Mark Smith (D-Marshalltown) says schools are being forced to make tough budget decisions because of the legislature's failure to provide adequate education funding and by the deadlines set by law. Senate Republican Leader Sen. Bill Dix (R-Shell Rock) says the legislature should act in a timely manner, but in the meantime, schools have enough information to begin planning budgets.
