Gronstal, Upmeyer on water quality proposal

Rep. Upmeyer says the governor’s water quality funding proposal is just one idea, but it is a good way to start the conversation and debate in the legislature. Sen. Gronstal says pitting one high priority of the state against another high priority [water quality and education infrastructure] is “a messy place to go,” and he says it would take a two-thirds vote of the legislature to reroute funding for the purposes the governor proposes.
