Building a Bigger Border

President Bush signed into law this week a $35 billion homeland security bill that could bring hundreds of miles of fencing along the Mexican border.

Outgoing Mexican President Vicente Fox, who spent his six-year term lobbying for a guest worker and amnesty programs, has compared the barrier to the Berlin Wall.

President Bush said enforcement alone would not stop the flow of illegal immigrants and he urged Congress to pass a guest worker program when it returns after the elections.
