Japan, U.S. Battle Over Mad Cow Embargo

The Bush administration this week accused Japan of blocking a proposal for mediation that could help end Tokyo's Mad Cow-related embargo on U.S. beef.

"We have submitted our system and measures to scrutiny by international experts and see no reason why Japan should be reluctant to do likewise," Agriculture Secretary Ann Veneman and U.S. Trade Representative Robert Zoellick said in a statement.

Veneman earlier had proposed that both nations present their arguments before a panel of the World Organization for Animal Health. She said the panel could look into conditions for re-establishing trade and report its findings by April 30.Japan broke off imports after a Holstein in Washington state was found in December to have Mad Cow disease.
