In late August, the parties involved in a long-running financial and political dispute over the redevelopment of the World Trade Center site finally settled their differences and agreed to build several new office towers on the site of the 9/11 attacks. So, what took them so long?

Alison Stewart visits Lower Manhattan to examine the progress that's already been made, and talks to Julie Menin, a member of the National September 11 Memorial and Museum board, to understand why, nine years after 9/11, Ground Zero still looks like a construction site.
