The lead feature takes us to Bettendorf and a look at what the city did with Duck Creek Mall. We also visit Iowa City to see the impact of CoralRidge on Sycamore Mall and Old Capitol Mall. Some uses of tax increment financing and public money were used for the projects.

Our discussion with Alan Kemp, Executive Director of the Iowa League of Cities and Peter Fisher, Research Coordinator for the Iowa Policy Project covers what TIFs (Tax Increment Financing) and other economic development tools cost, is the return on the investment worth the cost and how do citizens keep score.
