Our discussion with Alan Kemp, Executive Director of the Iowa League of Cities and Peter Fisher, Research Coordinator for the Iowa Policy Project covers what TIFs (Tax Increment Financing) and other economic development tools cost, is the return on the investment worth the cost and how do citizens keep score.
