In other news Thursday, the Environmental Protection Agency proposed a new rule that power plants must install technology to reduce two pollutants -- sulfur dioxide and nitrogen oxides. Also, a new report found that Medicaid coverage could mean better health and financial security for millions more poor and uninsured Americans.
