In other news Friday, a federal appeals court in Atlanta ruled that Americans do not have to buy health insurance despite a mandate in President Obama's health care overhaul signed into law last year. The judges left the rest of the law intact. Also, the U.S. Postal Service is looking to lay off as many as 120,000 workers.
