In other news Wednesday, President Obama hopes to address a joint session of Congress in a prime-time speech on Sept. 7 to outline his jobs plan, but the speech would overlap a debate among GOP presidential candidates. Also, waste and fraud have cost the U.S. up to $60 billion in the Iraq and Afghanistan wars, a new study found.
