As governor of Massachusetts, Mitt Romney's signature accomplishment is the one issue his campaign is trying to downplay this year: the passage of universal healthcare reform. In doing so, Romney worked across party lines. So, is Romney's healthcare record a predictor for how he would govern in Washington? Gwen Ifill reports.
